A positive railway safety culture!

The European Union Agency for Railways (ERA) promotes a positive railway safety culture to increase rail operations safety records in Europe further. Safety is an essential precondition for a successful rail business in Europe.

In many high-risk domains tackling organisational and cultural aspects has become paramount to enhancing safety. The success of safety culture in those industries has convinced rail leaders and law-makers to embrace this philosophy across Europe.

Safety culture refers to the interaction between the Safety Management System (SMS) requirements, how people make sense of them, based on their attitudes, values and beliefs, and what they actually do, as seen in decisions and behaviours.

The Safety Management System (SMS) is one of the cornerstones of the safety regulatory framework that ensures a high railway safety level. All those operating the railway system bear full responsibility for the system's safety, each for their own part. Establishing a properly functioning SMS is identified as the appropriate way to fulfil this responsibility.

To make stakeholders acquainted with this essential dimension of European rail, the ERA communication team produced an awareness video in close collaboration with the communication agency Page in extremis.

The European railway safety culture model is a model, based on recent research, practice and input from the sector, to work towards a Safety culture that supports the strengthening of railway safety through excellent performance. By raising awareness and equipping the industry with tools to improve safety culture, the European Agency for Railways contributes to making the railway system work better for society.
